Small features on big objects, never small objects. That is what pinch practice looks like at nine months: a bead fixed on a wire, a knob on a lid, a ridge on a block, a slot to post a wide disc through.
This post spends a few paragraphs on a government test cylinder before it gets to anything you could buy. That cylinder is the reason our shelf for babies 0-12 months has no loose small parts on it, and I think a parent should know the actual rule rather than take a shop's word for it.
Where the pinch is at nine months
The pincer grasp is the thumb and the tip of the first finger meeting on something small. The CDC's one-year checklist puts it in these words: "Picks things up between thumb and pointer finger, like small bits of food." That is the twelve-month line. Nine months is the run-up to it, and a baby who is still scooping things toward the palm with the whole hand is where most babies are.
Therapists' checklists describe that run-up in stages, and what you watch over these few months is the thumb moving. First it presses things against the side of the fingers. Then it comes round to the pad of the first finger. Then, somewhere around the birthday, the fingertips meet and the thing gets lifted clean off the floor. The CDC checklist only marks the finish line, and the timing on all of it is loose.
Here is the awkward part. The milestone is defined by picking up small things, and small things are exactly what a toy for a baby is not allowed to contain. Feeding sites resolve that by pointing at peas. Fine, if your baby is on finger foods and it is a mealtime. It does not help at four in the afternoon with a nine-month-old on a mat who is not there yet.

The cylinder toy makers are held to
The rule is a US federal regulation, 16 CFR 1501.4, and it is short enough to read. A toy for children under three fails if any part of it, as sold or after the regulation's use-and-abuse tests, will "fit entirely within a cylinder with the dimensions shown in Figure 1".
The cylinder is 1.25 inches across. Its floor is slanted: 1 inch deep at the near edge, sloping down to 2.25 inches at the far edge. The slant is the point. The CPSC's own guidance says the shape "approximates the size of the fully expanded throat of a child under three years old". A straight tube, which is how the fixture usually gets described, drops the part that makes it a throat.
The regulation also has a line I find oddly reassuring: "for compliance purposes, the English dimensions shall be used. The metric approximations are included only for convenience." Someone, at some point, cared about the eighth of an inch.
The rule is narrower than it sounds. It applies to products "intended for use by children under 3", so it says nothing about the pencil your four-year-old left on the floor. And the neighbouring section, 1501.3, exempts a list of things outright: paper; crayons, chalk, pencils and pens; buttons and shoe-lace holders; diaper pins, barrettes, toothbrushes, drinking glasses, dishes and eating utensils, among others. So "small equals banned" is not what the law says. It limits what a manufacturer may sell for this age, and it does not replace you sitting on the floor.
Checking a thing at home
You can reproduce the test with a ruler and any tube 1.25 inches across. Most people do not own one, which is where the toilet-roll rule comes from: if a thing fits through the cardboard tube, keep it away from the baby.
Be clear about what that is. The tube is wider than the test cylinder, so it flags things the real test would pass, which is the safe direction to err in. But it has no slanted floor, so it says nothing about the depth part of the rule, and a long thin object the cylinder would catch will slide straight through a roll. It is a rough rule of thumb, stricter than the regulation on width and silent on length. It turns up on a lot of parenting sites with no source attached, and we could not find one either. It is not the CPSC test, and nothing that fails to fit through it is "approved" by anyone.

What builds the pinch without a loose part
The answer is a small feature on a large object. The baby gets something the size of a fingertip to close on, and the thing it is attached to stays out of the throat. A few shapes of toy do this well.
- A bead that cannot come off. Beads threaded on a stiff wire or a fixed dowel are the plainest pinch practice there is. The bead is small enough to need the fingertips and the frame is far too big to swallow. A bead coaster is the usual form, and there are a few on the fine motor shelf.
- A big thing with a small handle. A knob on a lid, a wooden peg standing up from a wide disc, a lip on the edge of a box, a fabric tag sewn to a block. The knob gets pinched; the lid gets mouthed. Both are fine.
- A slot to post through. A wide wooden disc through a narrow slot makes the hand aim instead of grab, and aiming is most of what the pinch is for. Choose discs bigger than the cylinder above, and check the box has no hinge to trap a finger.
- Textures with an edge. A ridge, a groove, a rough patch on a smooth block. The finger finds the edge and works at it. The sensory shelf has a few of these for this age.
- Things in the house that already qualify. The corner of a muslin. A silicone lid. A wooden spoon with a wide bowl. You do not have to buy anything above to start this week.
This is why our shelf for babies 0-12 months has no loose small parts on it. We checked all five while writing this: the one piece that lifts off is a wide disc on a knob, the rattling beads are sealed in, and the only loose things are cloth. It is a short shelf, and it will stay short.
The first stretching out of those tiny hands towards things, the impetus of a movement that represents the effort of the ego to penetrate the world, should fill the adult observer with wonder and reverence.

Does any of this bring the milestone forward?
No, as far as anyone has shown. We looked for a study in which a toy, any toy, brought the pincer grasp forward in healthy babies, and did not find one. If you want the number of weeks a bead maze buys you, the number does not exist. The wider question of whether Montessori toys do anything a plain block does not is a separate post, are Montessori toys better?, and the answer there is thinner than the marketing too.
So the point of everything above is minutes, not speed. Minutes of the hand working at something it can also chew, with nothing on the mat that a nine-month-old could get into a throat. The pinch arrives on its own schedule. Your job is to make the room safe for it and then leave it alone.
What comes after the first birthday
Once the fingertips meet reliably, the next job for the hand is a knob puzzle: a big piece, a small knob, a hole it fits one way. That starts somewhere between twelve and eighteen months and has its own post, when do toddlers start doing puzzles? The shelf for 1 year olds is where small-feature toys begin to have a right answer built in. Until then there is no rush to get there.
Four in the afternoon, on the mat
One thing out, within reach, and large enough that the whole of it fails the cylinder. Sit close and say nothing. Let the mouth do its work first, because it will anyway, and then watch the thumb. Some days it presses. Some days it pinches. Both are the same baby, on schedule.
If the pinch is still nowhere near by the first birthday and it worries you, that is a question for your pediatrician, and a good one to ask. Nothing on our shelf answers it.
